A non-governmental organization is looking for an Extractives Officer (EI Officer) to coordinate its energy and environmental justice program.
Selection Criteria
Demonstrated experience in positions of increasing responsibility within energy/extractives management in government, media, NGOs and international organizations.
Extractives Industry (EI) Officer – at least 3 years of experience + advanced degree in law, energy technology, petroleum economics, environmental sciences or a related field.
Advanced Degree (Masters or Specializations relevant to the energy sector (e.g. renewable energy, energy efficiency, energy access, or energy markets and institutions) are a bonus.
Track record of dealing with energy sector strategic and policy issues, regulation, operational and analytic work. Familiarity with energy policies, strategies, institutions, and regulations. Preferred areas of experience include oil and gas, gas to power, upstream gas, petroleum host communities, mining solid minerals, hydropower, and extractive industries. Others include: Power generation, transmission, distribution, energy sector reforms; and tariff calculation and reforms; Renewable energy, energy efficiency, low carbon strategies, and broader climate change mitigation issues; Energy access including rural electrification. Clean cooking and heating solutions. Familiarity of business models for promoting energy access through mini- grids and off-grids
Experience and/or substantive exposure with recent developments in the energy sector such as utility reform, regulatory reform and engaging communities impacted by the activities of extractive industries
Other Responsibilities: Propose and guide targeted, policy-based EI research in collaboration with relevant actors.
Assist in the preparation of the S4C Policy Research and Policy Briefs, including the EI Policy Brief series
Analyze and provide recommendations for the country’s EI policies, laws, and regulations and their impact on poverty reduction, growth, governance, equity, social and environmental conditions in the host communities;
Prepare field-based case studies for various research initiatives;
Build and maintain close relationships with relevant government ministries, petroleum and mining companies, development partners, civil society, donors, media and other relevant stakeholders;
Identify opportunities for periodic collaborations to ensure progressive dialogue between relevant stakeholders to achieve mutually beneficial solutions; and
Carry out other relevant duties as may be requested.
